Bug: Theme toggle and settings buttons misaligned on /clerk pages

Description

On the /clerk pages, the Theme Toggle button and the Settings button in the top-right corner are not vertically aligned with each other, causing a visual inconsistency.

Steps to Reproduce

1. Clone the repo and start the dev server
2. Navigate to /clerk/sign-up (or /clerk/sign-in / /clerk/user-management)
3. Observe the top-right corner — the two icon buttons are vertically misaligned

Expected Behavior

The Theme Toggle and Settings buttons should be vertically centered and aligned, consistent with other pages.

Actual Behavior

The two buttons are vertically offset.
