Hotkey issue after Windows 11 update

I just updated to "Windows 11, version 24H2" and after this it seems impossible to use Win + V as a hotkey.
When pressing Win+V I'm getting this:
And when trying to set the hotkey in the Ditto UI I get this error when pressing OK.
Looking at the global hoykeys shows this:
And the log when trying to save looks like this:
