Methods to prevent anything other than PRs verified by humans(like AI slop)

This is just one suggestion.

I would like to consider implementing a CLA (Customer License Agreement) to prevent the submission of a large number of pull requests (PRs) without human review, similar to AI Slop. I had considered implementing a CLA before, but sorry for it didn't progress yet.

Please provide your opinion on implementing a CLA.

I will proceed with setting up the CLA assistant site. In reality, the wording of the ICLA will be crucial.

Subject to the terms and conditions of this Agreement, You hereby grant to the Manager and to recipients of software distributed by the Manager a perpetual, worldwide, non-exclusive, no-charge, royalty-free, irrevocable copyright license to reproduce, prepare derivative works of, publicly display, publicly perform, sublicense, and distribute Your Contributions and such derivative works.

3. Grant of Patent License

Subject to the terms and conditions of this Agreement, You hereby grant to the Manager and to recipients of software distributed by the Manager a perpetual, worldwide, non-exclusive, no-charge, royalty-free, irrevocable patent license to make, have made, use, offer to sell, sell, import, and otherwise transfer the Work, where such license applies only to those patent claims licensable by You that are necessarily infringed by Your Contribution(s) alone or by combination of Your Contribution(s) with the Work to which such Contribution(s) was submitted.

4. Right to Grant License

You represent that you are legally entitled to grant the above license. If your employer(s) has rights to intellectual property that you create that includes your Contributions, you represent that you have received permission to make Contributions on behalf of that employer.

5. Disclaimer

Except for the representations and warranties stated in this Agreement, Your Contributions are provided on an "AS IS" BASIS, WITHOUT WARRANTIES OR CONDITIONS OF ANY KIND, either express or implied, including, without limitation, any warranties or conditions of TITLE, NON-INFRINGEMENT, MERCHANTABILITY, or FITNESS FOR A PARTICULAR PURPOSE.

6. Licensing Context

The Project intends to distribute the software under the GNU General Public License, version 2 (GPL-2.0). However, the Manager reserves the right to distribute the Work under subsequent versions of the license or alternative open source licenses as deemed necessary for the health of the Project.
