Usb flash issue

When i try to flash my USB drive it only uses 1.5gb of space and the rest of space remains unallocated. I tried everything i tried to expand the partition it doesn't work. What should i do? When i install some packages on it it says insufficient storage. I am new to raspberry pi please help...
