Wayland DRM/KMS direct capture without portal consent (true unattended remote access) missing for Flatpak and Fedora `.rpm` for GNU/Linux

Bug Description

True unattended access for Wayland lands in a completely separate .deb build for Debian-based GNU/Linux distributions, but distro-agnostic Flatpak or even just .rpm builds for Fedora (which switched to Wayland first) were excluded. These should be enabled in the nightly 1.5.0 builds, but could be gated behind a command-line launch flag if necessary. Filing here as:

How to Reproduce

1. Get excited about true unatteded remote access no Wayland
2. Head to the nightly builds
3. Grab the Flatpak (or .rpm) and install
4. Disappointment, albeit temporary

Expected Behavior

Unattended remote access should at least be able to test unattended access even if it means launching with a command-line flag to enable the service, plus any extra instructions required for Flatpak
