Feature request: support Raspberry Pi 4 on qemu

QEMU now supports Raspberry Pi 4 with the `raspi4b` machine. But I tried running it on qemu (outside of the docker container, because the docker container has an old version of qemu) and it seemed to not work. It would be great if this tutorial worked on qemu too for Raspberry Pi 4 and not just Raspberry Pi 3.
