Error creating app on Heroku website

When I try to create a new app on the heroku site from this link: https://dashboard.heroku.com/new?template=https%3A%2F%2Fgithub.com%2Fmessier31%2Fcors-proxy-server.git I get this error:
Item could not be created: We couldn't deploy your app because the source code violates the Salesforce Acceptable Use and External-Facing Services Policy.
