macOS debugger fails to attach

• Operating System: macOS
• Cutter version: 2.4.1-rc1
• Obtained from:
  • Built from source
  • Downloaded release from Cutter website or GitHub

• File format: machO arm64

Describe the bug

Trying to start debugger on /bin/ls fails to start the debugging session.

It used to work with adhoc signed pacakages (after you convinced macOS to run them). Now it seems not to work even with properly signed and notarized one. I also tested with the signed build from #3482
