Pulling GHCR 401 unauthenticated pull

Just want to reopen the #961, since the issue persists. The CICD seems to fail in the location which sets the docker container public. To better represent the current state. I hope it is fine I am opening the issue here again.

Expected Behavior

Allow to pull the docker container from github

Steps to Reproduce

$ docker pull ghcr.io/rightnow-ai/openfang:latest
Error response from daemon: unknown: failed to resolve reference "ghcr.io/rightnow-ai/openfang:latest": unexpected status from HEAD request to https://ghcr.io/v2/rightnow-ai/openfang/manifests/latest: 403 Forbidden
