Disable relative dates past a certain age (1 year?)

Description

This was asked before and we rejected it because "it doesn't really matter if it's 12 or 13 months" but at the same time... maybe it does matter sometimes? It's worth looking into this.

GitHub already shows real dates in some places like https://github.com/refined-github/refined-github/issues?q=%20is%3Aissue%20state%3Aclosed%20sort%3Aupdated-asc So we need to decide where this feature applies (absolute-time), for example on the repo home.
