Add docs explaining why we won't support ScrollSpy

Mentioned in #51, We should add documentation as to why we don't want to support the ScrollSpy component.

Possibly just add a new docs page for ScrollSpy with the justification there, with also possible alternatives for users looking to implement the functionality themselves.
