[Q] Apply without login/off?

Maybe I'm old and remember crashing GINA and explorer.exe in ancient desktop configuration management land to apply things without a reboot, but is there a HID/svchost service, process, or keyboard driver that can be restarted to apply settings immediately? Or is it squirreled away in LSA or TextInputManagementService in a manner that doesn't care about reloading things without disturbing the user or losing uptime? (Reboot/logoff is a normalized total UX fail IYAM.)

Restarting explorer obviously doesn't work. I experimented with manually restarting services ad hoc just for grins but didn't find anything. Also, a remote desktop session takeover and then local unlock doesn't work (possibly because it's using FUS or similar infrastructure). I thought it would BSOD if I restarted TIMS because I remember crashing LSASS on NT-2k-XP-2k3-+ forced an administrative reboot.
