contrib: Helm chart wanted

Description of Problem

The famous cloud-native software "Clair" does not have official Helm Chart.

Expected Outcome

We expect one of two things:

• either, the "quay" github organization has a git repository which includes Clair helm chart
• or, the quay/clair git repo has a subfolder for Clair Helm chart

Whether the first or the second, we can expect also to access the Helm chart remotely by Quay Organization Chart-museum

Actual Outcome

No Helm Chart. Just Operator which requires dependencies (OLM ,.. so on)

• Clair version/image: latest
• Clair client name/version: latest
• Host OS: independent
• Kernel (e.g. uname -a): independent
• Kubernetes version (use kubectl version): 1.19
• Network/Firewall setup: independent
