QGIS project fails to load completely after adding a non-georeferenced raster
What is the bug or the crash?
When creating a new empty QGIS project and adding the specific QLR file WMS_Gruppe_Geologie-Boden.qlr via drag and drop, the project can be saved successfully. However, after closing and reopening the saved project, QGIS does not finish loading the project. The loading progress stops at a certain percentage (e.g. around 40%) and never reaches 100%. As a result, the project does not open correctly. The issue appears to be related to the specific QLR file WMS_Gruppe_Geologie-Boden.qlr.
Expected behavior: The project should open normally and the loading process should reach 100%.
Actual behavior: The project loading process gets stuck at a certain percentage (for example, around 40%) and never completes. The project does not open correctly.

Steps to reproduce the issue
- Open QGIS 3.44.12. or higher
- Create a new empty project.
- Drag and drop WMS_Gruppe_Geologie-Boden.qlr into the QGIS project.
- Save the project.
- Close QGIS.
- Reopen the saved QGIS project.
