Can't start QGIS 4.2.0 after installation on a W11 computer (Smart App Control blocks QGIS)

What is the bug or the crash?

After the installation of QQIS 4.2.0 on a Windows 11 computer there are no icons placed on the desktop Second when I try to start QGIS by double clicking on this file: "C:\Program Files\QGIS 4.2.0\bin\qgis-bin.exe"

I'm receiving the following error message quote Error Ioading QGIS Oops, looks like an error Ioading QGIS Details: Could not Ioad qgis_app. dll Windows Error: Das angegebene Modul wurde nicht gefunden. Help: Check Files\QGIS 4.2.01bin\qgis-bin.env for correct environment paths unquote

There is no file such file qgis-bin.env.

Trying to start QQIS.bat also creates an error message.

What can I do?

Any hint would be highly appreciated.
