nodejs `GetDocLinkForPulumiType` links to anchors TypeDoc doesn't generate

/docs/reference/pkg/nodejs/pulumi/pulumi/#<Type> lands on the index with no matching anchor. TypeDoc puts each type on its own page:

• #CustomResourceOptions → interfaces/CustomResourceOptions.html (same for ComponentResourceOptions, InvokeOptions, InvokeOutputOptions)
• #ID → types/ID.html

pkg/codegen/nodejs/doc_test.go asserts the broken output. The only caller is pulumi/registry, which works around this in pulumi/registry#12702. See pulumi/registry#12168.
