Consider not emitting SameStep's for resources that aren't registered in the program

While working on https://github.com/pulumi/pulumi/pull/20905, we noticed that `SameSteps` are emitted for non-targeted resources, even if they are not being registered in the program anymore. It's questionable whether this is the desired behaviour, and in the last ideation meeting we said we probably do not want to do that. Investigate what exactly we should do here and up/downsides of the approach, and implement that.
