Epic: Delta Temporality support in prometheus

This is an epic/tracking bug for supporting delta temporality data in Prometheus, primarily but not exclusively for supporting Open Telemetry. This replaces https://github.com/prometheus/prometheus/issues/12763 which is more specifically about Otel and was not structured as a tracking bug.
