Headless templates download full Chromium on Linux

On linux/amd64 nuclei downloads and launches a full Chromium build for headless templates, even though chrome-headless-shell covers everything headless execution needs. The larger binary slows first-run setup and raises peak memory during scans. Headless runs should prefer the shell build when system Chrome is not in use and the run is not headed.
