[sample_consensus] Migrated the SSE and AVX implementations of countWithinDistance to RISC-V RVV 1.0

Hello everyone,

I've recently been working on some CPU architecture-related contributions for PCL. Referring to https://github.com/PointCloudLibrary/pcl/pull/3519, I have migrated the SSE and AVX implementations of countWithinDistance to RISC-V RVV 1.0, implementing countWithinDistanceRVV. The submitted content includes the following:

1. Chinese documentation recording the environment setup, compilation, implementation, and testing processes. Can I submit a PR? Do I need to create a new branch in my repository and only submit the added code parts?
