Feature: IP based restrictions

I’d like to propose adding an IP-based restriction feature for OIDC authentication flow.

Pitch

Since the OIDC spec doesn’t handle IP filtering out of the box, implementing this at the Identity Provider (IdP) level would greatly boost our security.
