we should emit a deprecation error https://phpstan.org/r/ac1bfe40-c1b6-43ca-adb1-e671a0c7ad9a in PHP 8.6+
per https://php.watch/versions/8.6/changelog#deprecated-const these are the only 2 relevant constants
I am aware that we are in the process of adding PHP 8.6 - just wanted to set expectations
