Feature request
After https://github.com/PHP-CS-Fixer/PHP-CS-Fixer/pull/8841 was merged, we have base support for PER-CS v3.
we should analyze full definition of PER-CS v3 from php-fig and compare it with our @PER-CS3x0 set, list down the difference and implement missing elements
