OCR - PDF to Excel

I performed a conversion test with a spreadsheet (attached), but due to the corruption or the way it was exported, the conventional method failed to convert it to Excel. I successfully converted it using a website called ilovepdf. Would it be possible to achieve the same result using OCR in these cases? The original file and the Excel file generated by ilovepdf are attached.
