Description
Add a TV border overlay option to the emulator, in the 4:3 format of an old TV. This will add a touch of charm to the emulator.
Option to add custom borders overlay as well, like Duckstation emulator do.
Reason
Simulate a 4:3 CRT TV Bring back nostalgia
