[BUG]: Loading a state during input playback triggers recording mode

Describe the Bug

During an input recording, the user can take advantage of multiple savestate slots so they can check everything is going well in terms of sync and stuff. However, loading a savestate while in playback mode triggers recording mode for some reason, 'removing' all inputs made after that point. This makes it impossible to continue a TAS or a longplay recording from a point in between without having to let it playback all the way to that spot. It seems to also happen when it reaches the end of playback.

Reproduction Steps

  1. Load any game.
  2. Create an input recording: Tools > Input Recording > New.
  3. Make savestates on different slots while recording.
  4. Save your recording: Tools > Input Recording > Stop.
  5. Playback your input recording: Tools > Input Recording > Play.
  6. Load any savestate made at a later point.

Expected Behavior

Recording mode should not be triggered when loading a savestate during input playback.
