Quality settings are changing video aspect ratio

Hi, I have two monitor set up:

1. Primary - 21:9 factor - the monitor I'm working on
2. Secondary - a 4:3 factor monitor that I use with Deskreen to stream to an iPad.

When I change the video quality, only 100% stays at 4:3, everything else crops it down to 21:9, removing top and bottom of the image.
