Add OCI NL2SQL setup skill

Summary

Add public OCI Enterprise AI guidance for one-time NL2SQL Semantic Store setup.

The new topic will help an OCI administrator validate existing prerequisites, identify required IAM coverage, preview and apply approved IAM changes, create a Semantic Store, and verify ON_CREATE enrichment.

Scope

• Validate customer-owned Autonomous Database and separate Database Tools enrichment/query connections.
• Document least-privilege Semantic Store administrator, user, and resource-principal runtime IAM policies.
• Require explicit approval before IAM or Semantic Store creation.
• Verify detailed enrichment counters rather than relying only on lifecycle state.
• Optionally support generation-only SQL validation after successful enrichment.

Out of scope

Database and Database Tools connection provisioning, MCP/client setup, and SQL execution.

Validation

Tested locally through the OCI Enterprise AI routing flow with public OCI documentation as the source of truth.
