Dynalink DL-WRX36 WiFi Does Not Always Come up on Reboot

Describe the bug

On each reboot, APs for one or both wireless radio APs (2.4GHz / 5GHz) fail to start. In LuCI, wireless tab always shows radio0 and radio1 as active, but one or both APs underneath are listed as "disabled" and/or "not associated".

When one or both fail to come up, logs contain the errors:

daemon.err hostapd: l2_packet_init: ioctl[SIOCGIFINDEX]: No such device
daemon.err hostapd: Failed to open l2_packet interface

Whereas when the APs properly come up, no such errors are logged.

This is possibly some kind of race condition in the new wifi scripts, as successive reboots sometimes do, or do not, exhibit the issue, and sometimes issuing wifi up radio0/1 from the command line fixes the issue. Sometimes it does not.

I do not know precisely when this was introduced -- I never saw it on 24.10.X (up to 24.10.5), observed it infrequently in 25.12-rc1, and then more frequently in 25.12-rc5 and 25.12.0.

I don't know. It occurs randomly on reboots with a configuration of two APs per radio:

I have not tested to see if it occurs in the single AP per radio case.

Here are logs from a boot where the APs do not come up (log1b.log) and a boot where they do (log2b.log).

Additional info

Able to reproduce on all three devices I own. The one these logs are from are configured to use an unbound->dnsmasq->https-dns-proxy chain for DNS resolutions, and to use dnsmasq to issue IPv6 addresses via DHCPv6 to lan-side devices, but the same issues manifest on other devices without these modifications (but, sorry, am not in a position to do as much testing with them). There is also a not-relevant wireguard and remote sshfs mount configuration.
