[Bug]: Cheats menu doesn't work by default on macOS

Version of OpenTTD

OpenTTD 12.2, macOS Monterey

Expected result

Cheats menu should open upon pressing Cmd+Opt+C

Actual result

Doesn't open

Steps to reproduce

In order for the cheats menu to open, you have to open hotkeys.cfg and change the cheats line to something like META+C. This fix should be implemented by default.
