Outline FX only works on larger objects

Issue Summary

Adding an outline to a vector shape only works fully on larger shapes. If the shape is small, you get 'bubbles' of outline.

Steps to Reproduce

On a vector layer, add a rectangle Attach the out FX (Toonz_Level > Outline) in the FX schematic Turn on the preview mode Resize the rectangle from almost full page size to quite small (see the video)

Expected Results

The rectangle should have an outline whatever its size

Actual Results

On smaller shapes, there is not a complete outline
