Game tries to play several alert sounds at once, resulting in loud noise and distortion

Describe the issue

When the game is paused, using a plugin that tries to issue several "build" commands at once will result in the game simultaneously playing multiple copies of the sound accompanying the "cannot build while paused" message. This causes a loud, distorted sound.

Steps to reproduce

1. Install the "benchwarmer" plugin
2. Start or open a park that has many path tiles without bins or benches
3. Pause the game
4. Open the plugin window
5. Press "Build on all paths"
