Bridging local SKILL.md ecosystems into cloud conversations (converter shared)

OpenHands now manages per-conversation skills in the cloud (visible in the Sept releases). Most existing skills live as local SKILL.md folders — we open-sourced a converter that turns them into Codex plugin bundles with regression tests (https://github.com/chenhz01/zhengming-openai-plugins). Would a bridge from local SKILL.md collections into OpenHands cloud sessions fit the roadmap?
