Database Health Monitor Fails to Collect Metrics — "User Does Not Have Permission" Despite Read Access

Describe the bug Database health monitoring is not collecting logs/metrics — the Monitor Test Result shows "The user does not have permission to perform this action" for Connections, Activity, Throughput, Locks, and Storage metric groups, even though the configured account has read access. It's unclear whether additional permissions beyond read access are required to complete this setup.

To Reproduce Steps to reproduce the behavior: Go to Monitors → [Database monitor] → Criteria Click "Test Monitor" Review the Monitor Test Result panel See "Some metrics were not collected" with permission errors for Connections, Activity, Throughput, Locks, and Storage

Expected behavior With the read-access credentials provided, the monitor should either successfully collect these metric groups, or the documentation/UI should clearly state exactly which additional permissions/grants are required for full metric collection.
