[Bug] CLI lacks feature parity for self-hosted Jobs

Self-hosted Jobs has dashboard and API support, but no dedicated CLI commands.
Add openship job for listing, inspecting, creating, updating, deleting, and running jobs, plus run history and logs. Support --json and following a run to completion using the existing Jobs API.
