Generate metadata file for ai-catalog and support for ARD

Problem Statement

support a standardized emerging discovery protocol called Agentic Resource Discovery (ARD). This will allow external agents/tools to discover NVIDIA's skills programmatically. Allow skills to be federated in other ARD registries.

Proposed Design

similar to PR #324 - support for .well-known/ai-catalog.json (still need to determine where to host it - in github pages, the Fern docs site, on build.nvidia.com, or federated in both).

autogenerate whenever skills are updated and align to the the existing skills CI generation (only after other checks have passed and all .sigs are re-comitted). We already generate the metadata.json for build.nvidia.com so this could likely run along with that flow.
