map euai: tags onto intents

Proposal

Define the euai: → intent code mapping. This issue delivers:

• The mapping table — all 13 tags → trait typology codes.
• A gap list: tags with no intent, intents with no tag.

Open questions

• Mapping lives as a tags attribute on Intent, or a data file in garak/data/cas/?
