add Zenodo archiving and DOI creation

This would be helpful to be able to cite NumPy releases. It's completely painless, we have had it enabled for SciPy for a couple of years with zero maintenance effort, see https://github.com/scipy/scipy/issues/6446.

Not urgent, and requires admin privileges on this repo (to install a hook), but would be quite helpful.
