Feature: Usage limits almost reach notification

Feature description

When usage limits given your current subscription plan with Novu are almost reached, you should be notified.

Why is this feature needed ?

We reached our usage limit on our current plan. We weren't notified we were about to. Once you reach a limit (which is btw a hard limit) Novu responds with a 402. We were notified by Sentry and could upgrade the plan. By the time we had upgraded approx. 100 notifications had not been sent.
