Bug Report: Preferences by context not applied on workflow

Description

When I set preferences for a context , this preferences are not applied when I test the workflow The Preferences set (no in-app , schedule between 9AM and 5PM) Workflow configured with a delay and extend to subscriber schedule

Workflow trigerred at 6PM with in-app and without delay for other

Reproduction steps

1. Set preferences of a subscriber (schedule) for a context
2. Set a worklow with extend to subscriber schedule
3. Trigger the workflow for the subscriber and context (out of schedule time)

Expected behavior

Step should be delayed

Step triggered, delay extension not applied
