Feature request: UI localization / language setting (pt-BR and others)

Description

The Hermes Agent UI (desktop app, Ink TUI, and web dashboard) is English-only. There is no language/locale setting in config.yaml and no i18n mechanism, so non-English speakers see English menus, buttons, and labels across every surface.

Requested feature

A display.language (or ui.locale) config option, plus i18n support for the UI strings of the desktop app, TUI, and web dashboard. An initial set of languages like pt-BR, es, fr, de, zh-CN, ja would cover a large share of the community.

Workaround today

Users can configure the agent's chat responses in their language via SOUL.md, but the interface chrome (menus, buttons, settings pages) stays in English.

Use case

Portuguese-speaking users (large Brazilian community) who are not fluent in English have a harder time navigating settings, cron, skills, and provider configuration in the desktop app and dashboard.
