PayPal Commerce plugin. "The funds could not be captured" error yet the order was accepted

So I just started using 4.8 and got the "The funds could not be captured" error. Yet:

(1) the order is now in the order queue and shown as "pending" and (2) the customer can not retry payment.

This seems like two bugs? Neither should happen. What should happen is items stay in cart unless and until payment is captured and user should be directed back to the credit card form and shown a message to enter/try a new payment method or retry current method.
