Evaluate and update Windows networking performance registry tweaks

Nmap installer ships with and applies a registry file that changes some values. The Microsoft KB guidance linked to mentions that the MaxUserPort issue only affects Windows 2000, XP, and Server 2003. Also, the TcpTimedWaitDelay issue only affected Windows NT through 4.0.
Should these registry tweaks be dropped, given that modern Windows versions don't appear to need them? Is there any reason to keep this file around?
