Upgrade Tabler to v1.5
Proposed Changes
Upgrade @tabler/core from 1.4.0 to the latest 1.5.x release, currently 1.5.1.
Update the Sass build, style overrides, and Bootstrap integration to accommodate the upstream changes while preserving NetBox’s existing appearance and behavior. Review any workarounds that are no longer needed and check the updated browser requirements.
Justification
Tabler 1.5 includes accessibility improvements, dark mode fixes, and native support for a folded sidebar with hover expansion and flyout menus.
Upgrading keeps NetBox aligned with upstream and provides a foundation for the navigation improvements requested in #16392. This issue covers the dependency upgrade and compatibility work. Implementing the collapsible navigation itself remains part of that feature request.
