Can't edit a file (`:e`) or open a buffer from within ui2 pager when its focused (`g<`)

Problem

With ui2 enabled, when the messages pager is focused, we can't edit a file with :e or open a buffer (like with :bN). New buffers are added which can be confirmed with :ls but we need to exit the pager to open any buffer.

Steps to reproduce

repro.lua

lua
require("vim._core.ui2").enable {}
bash
nvim --clean -u repro.lua
  1. :echo some text and focus the pager
  2. Try editing files :e foo.txt (buffer won't open in a window, messages pager remains focused)
  3. :ls to check buffers. foo.txt is present
  4. :b foo (buffer still won't open in a window)
  5. q (exit from pager)
  6. :b and :e works

Expected behavior

When ui2 messages pager is focused (g<), user should be able to open windows for editing files :e and opening buffers :b.

Nvim version (nvim -v)

v0.13.0-dev-1755+geddadd7ab3

Vim (not Nvim) behaves the same?

no, vim doesn't have a pager like messages ui
