Option to disable progress bar animation up top when saving buffer

Is your feature request related to a problem? Please describe. There isn't a way to disable the animation progress bar that shows up top whenever i try to save buffer.

Describe the solution you'd like a boolean variable that toggles whether or not to show 'on save' progressbar.

Additional context Its the ease-out thin line animation that runs for about 2 seconds up top that I'm talking about.
