JavaScript themes without JavaScript enabled

Hey!
For users disabling JavaScript, would it be possible for JavaScript-enabled themes to fallback to the non-interactive-looping version? It would mean JS controls are hidden by default and displayed only through JS code and CSS animations are started, only paused by JS code.
