investigate tooltip library replacement

currently we use balloon.css. The biggest issue we are facing is that sometimes the tooltip will not fit in the viewport.

Search for possible replacements:

• Kobalte (native solid)
• tippy.js (not solid)

Most of the ui is already converted to solidjs, so the tooltip replacement doesn't need to support non-solid uses like test-results or the static html pages.

The TestActivityCalendar can be ignored as well until it is converted to solid (#8339)
