BUG: 'nrows' parameter do not seem to be honoured in read_excel()

Reproducible Example

import modin.pandas as pd

#without nrows parameter
df = pd.read_excel('test.xlsx')
df.shape
# output: (55213, 2)

#with nrows parameter
df = pd.read_excel('test.xlsx', nrows=1000)
df.shape
# output: (55213, 2)
# Expected output: (1000, 2)

Issue Description

It looks like the 'nrows' parameter is not getting correctly passed to the engine. I have tried with Ray and Dask (couldn't get unidist working on my machine at the time, though I suspect it wouldn't change things). This, makes the engine read the whole spreadsheet even when I don't need to read the whole file.

Expected Behavior

When using the 'nrows' parameter for read_excel(), the engine should only read the specified number of rows as given in the parameter.
