[BUG]: Cannot access the open-computer desktop after "open-computer.cmd up agent" on Windows 10

What happened?

After starting the open-computer agent I can connect to the VM using ssh but trying to connect to the desktop returns the error ERR_CONNECTION_RESET

Are there known steps to reproduce?

I start the agent with the command "open-computer.cmd up agent":

I can access the running vm using ssh:

When I try to access the desktop at http://localhost:9800 using Chrome on the Windows 10 host I get this error:

This site can’t be reached The connection was reset. Try: ⦁ Checking the connection ⦁ Checking the proxy and the firewall ⦁ Running Windows Network Diagnostics ERR_CONNECTION_RESET

I get the same error when I repeat this test with the Windows 10 Firewalls disabled.

I ran Windows Network Diagnostics, as suggested, and got the response:

Problems Found: The device or resource (localhost) is not setup to accept connections on port "9800"

My investigation found the following in the running VM:

1) lsof does not show anything listening on port 9800
